Meet the Builders

Matt Neal
After attending Phillips Exeter Academy and the University of St. Andrews, Matt returned home to work in the family building business. Starting as a Carpenter’s Helper on a framing crew, Matt spent the next twelve years learning his father’s trade from the ground up. Along the way, Matt worked as a subcontractor in carpentry, both rough and finish, roofing, siding, as well as a project manager for charter school construction, eventually earning his Building Contractor’s license in 2008 while operating his own Renovation Company with his wife, Rachel, in Raleigh. Matt spends most of his time in the field problem solving and directing his team. Matt’s varied experience in new construction and complex renovation give him the much needed edge to produce one of a kind custom homes.
Matt served as President of the Outer Banks Home Builder’s Association in 2018 & 2019. He is currently serving a 4 year term as a member of the Southern Shores Town Council.
Rachel Neal
Rachel graduated from James Madison University in VA with a degree in Public Relations and never imagined she would end up in the building business. After much consideration, Rachel obtained her real estate license in North Carolina which has enabled her to approach construction projects with a broad view of future value and mass appeal. Rachel provides the core support to the company, managing client communication, finish selections, cost control, vendor relationships, and key design advice. Together, they work as a tight knit team with complementing skills, while simultaneously upholding the signature style and quality they are now known for.

Neal Contracting has developed a cloud based project management process that puts you, our client, in charge. Developed exclusively for Neal Contracting, our clients are given a Project Dashboard that keeps them informed and connected throughout the project. The Dashboard gives the client immediate access to Contracts, Scope of Work, Specifications, Quotes, Plans, Schedule, Change Order Management, and of course Communication. Think of it as Facebook for your building project.

Our beautiful strip of sandbar that we all love can be one of the harshest environments for your home. Salt air, blowing rain, strong winds are all the norm, even without a hurricane around. We mitigate the life cycle maintenance issue by employing a holistic construction approach developed through decades of experience on the Outer Banks. The knowledge gained comes not just from our own construction projects, but in the repair and maintenance we perform on homes that we didn’t build. It gives us a unique insight into the strategies that work, the materials that perform, and what promotes longevity through the whole life of your home.

Neal Contracting also offers full general contracting and renovation services by providing insured and licensed subcontractors, hands on daily management, and procurement of materials. If you already have a plan drafted on paper and need to bring it to reality, this is the service for you. Neal Contracting offers several different Contract options for project management, utilizing either Fixed Cost Contracts and Fixed Fee Contracts, or creating a custom Project Management arrangement that best fits the need of our client.
Design & Build

Design & Build
At Neal Contracting, we like design. The Design/Build Process is probably our favorite because we start our work at the very beginning. Working side by side with a client from the project inception to completion is rewarding for all sides and often allows for an inexpensive means of upfront customization for our clients that is difficult to achieve with already completed plans. The benefits of Design Build include but are not limited to the following: “ground up” comprehensive design management, value added planning to leverage a limited budget, unified responsibility for budget, quality of construction and schedule, early detection of complications of design.
